Is the NYPD issuing too many summonses?

This week we launched an interactive map showing where the NYPD is giving out hundreds of thousands of pink slips for minor legal infractions, such as public drinking and riding a bike on a sidewalk. As detailed in the accompanying story, the majority of these summonses are issued in precincts whose population is more than 80 percent nonwhite.

Now we would like to hear your opinion. Does the NYPD issue too many summonses or are pink slips necessary to keep order in the city? Do summonses trample on civil rights or do they help the police do their jobs of controlling crime?
